His ability and eternal Godhead is His own, and He owes no allegiance to no man. His compassion is His to give or contain. His mercy is open to those, whom He wills and is hidden from those that He is teaching and trying.
Look at it this way. Take a tube of clay and make something, it doesn't matter what, just the first thing that comes into your mind. Now that you have made it, is it what you wanted to make? Did someone force you to make what you made? Can you not take that same thing, that you have made, and reshape it into something else? Or can you just put it back in the tube, and work with it later?
So then it is not of him that willeth, nor of him that runneth, but of God that sheweth mercy.

Has He not shaped, and formed you into His likeness, and being conformed into His will, you are, who you are? Nay but, O man, who art thou that repliest against God? Shall the thing formed say to him that formed it, Why hast thou made me thus? Hath not the potter power over the clay, of the same lump to make one vessel unto honour, and another unto dishonour? (Rom 9:20-21.)
