Since there are issues in the United States with regional politics (all politics is local) and pockets of religious culture, the main eGovernment IT System needs to act more like an over back bone rather than an interface between dictating policy to individual e-citizens.

Indeed this appears to be the best policy, as there will be regional variations to consider and to be respectful of.
